The new Royal Women's Hospital development is being delivered as a Public Private Partnership, in accordance with the State Government's Partnerships Victoria policy guidelines.

The Royal Women's Health Partnership will design, build and maintain the hospital building for 25 years. This means the hospital will be maintained in 'as new' condition with no further investment (other than general funding for staffing and beds) required by the State Government.

The Department of Human Services, through The Royal Women's Hospital, will continue to operate all health services.

Each organisation has a specific role to play throughout the life of the Project:


The Royal Women's Hospital
The Royal Women's Hospital in Melbourne is Australia's largest specialist hospital dedicated to improving the health of all women and newborn babies. The Women's is committed to a holistic philosophy of health and provides comprehensive health services, ranging from health promotion to clinical services.

We provide clinical expertise and leadership in maternity services, gynaecology, cancer services and specialist care of newborn babies.

Staff and clinical leaders at the Women's are playing a vital role in this redevelopment project.

Advisory and consultation processes are in place to ensure that the hospital's leadership and management team advises and consults staff so that the design and function of the new facility meets patients', staff and visitors' requirements.

Royal Women's Health Partnership
Royal Women's Health Partnership (RWHP) is a private consortium that has won the tender to design, build and maintain the new Women's for the next 25 years.

RWHP is made up of:

Bilfinger Berger Project Investments, which is investing 100% of the equity in the project
Baulderstone Hornibrook Pty Ltd, responsible for building the hospital
United Group, who will maintain the building and services for the 25 years after construction
DWI Architects (Design Inc Melbourne and Woodhead International, architects in assocation), who designed the new hospital

Bilfinger Berger Project Investments is an active long-term investor in Public Private Partnerships. Its parent company Bilfinger Berger AG is a leading international multiservice group involved in the development, design, construction and financing of facilities. Bilfinger Berger AG is also the parent company of Australian construction and engineering companies Baulderstone Hornibrook and Abigroup, as well as services company Bilfinger Berger Services Australia.

Baulderstone Hornibrook is a leading Australian construction company, with significant experience in major hospital construction. The company recently completed the redevelopment of Austin Mercy Repatriation Hospital in Melbourne.

United Group is a specialist provider of Facilities Management services across Australia and overseas.

DWI Architects has more than 70 years of experience in the design and operation of hospital and healthcare facilities.

Department of Human Services
The Department of Human Services is committed to ensuring that all Victorians have access to quality services that protect and enhance the community's physical, mental and social well-being. The mission of the Department is 'To enhance and protect the health and well-being of all Victorians, emphasising vulnerable groups and those most in need'.

The redevelopment of the Women's is part of a $2 billion program of health capital works across Victoria.

The Department of Human Services is Victoria's largest Government department and employs over 12,000 people directly and over 80,000 people indirectly through organisations such as hospitals and aged care facilities, ambulance services and community service agencies.
